Case Study: Building Electoral Data Systems
This case study illustrates how Rooted Solutions partners with organizations to design, implement, and evaluate data-driven voter registration and Get Out the Vote campaigns. While the scenario presented here is fictional to protect client confidentiality, every service, workflow, and analytical approach described is based on work Rooted Solutions has successfully performed with past clients.
Sample Scenario:
A new state table in Mississippi, Mississippi Together, has formed to help increase voter participation across populations whose voting rights have been suppressed either historically or currently. This has resulted in lower-than-average voter turnout. The state table consists of a coalition of 501-c3, progressive grassroots organizations who represent a variety of different issues, counties, and target constituencies, but all come together to increase electoral power across the state for historically marginalized communities. The coalition seeks to coordinate statewide voter registration and civic engagement efforts while allowing each partner organization to retain its own mission and constituency.
In December 2026, after the 2026 midterm election has ended, the Mississippi Together’s Executive Director has decided to work with Rooted Solutions to prepare for the 2028 Presidential Election. The overall goal is to run a successful Voter Registration and Get Out The Vote Campaign that leverages the strengths of every table member in the coalition.
Our Approach: Data Collection and Analysis

To start, Mississippi Together would like to get a baseline understanding of what voter engagement looks like the state. Jamal, their Rooted Solutions consultant, got to work on an analysis that combined Census population data and the Secretary of State’s voter file to approximate the total number of eligible voters (18+ and U.S. citizens) in each county and compared this number to the number of people registered to vote. He also identified the number of people who actually voted to calculate voter turnout. He included available data from every statewide election from 2014 – 2026. After completing the analysis, Jamal identified the counties where voter turnout was the worst and uncovered several key findings.
Jamal identified each of the counties where the voter registration gap (number of eligible voters subtracted by the number of registered voters) was the highest and voter turnout (% of people registered to vote who voted) was lowest.
Rural counties across the board had the lowest turnout percentages. When race was considered, Black and Latine rural voters had the lowest turnout on average.
Even in urban areas where overall turnout was high, that trend was inconsistent across income brackets. Lower-income voters in urban areas had turnout rates similar to their rural counterparts.

After Jamal presented these results to the full state table, the next step was to answer the question: Mississippi Together wanted to understand why turnout in rural areas and lower-income urban areas was so low. Jamal suggested hearing directly from the constituents about why voter registration and turnout was down.
First, with the support of Mississippi Together table members, Rooted Solutions organized a series of Focus Groups with voters within each of the target areas that matched the researched demographics. Jamal worked directly with the organizers in each of the areas to develop questions that would provide the qualitative data needed to understand why the findings in the Landscape analysis were occurring.
After conducting the focus group sessions and analyzing the data, Rooted Solutions found that there were two major contributors to low turnout within the named demographics.
Rural Transportation: Voters without cars in 7 specific rural counties had a difficult time getting to the polls to vote.
Urban Childcare: Low-income urban voters had difficulty accessing the childcare they need to wait in potentially long voter lines.

Mississippi Together wanted to get some additional quantitative data from voters to better understand these phenomena. Since Mississippi Together has coalition partners across the 7 rural counties with constituents who struggled getting to the polls and in several key urban cities that organized with low-income voters, they wanted to leverage those established relationships to gather more information.
Utilizing VAN, Jamal created a universe of voters across the 7 rural counties and a separate universe of low-income voters across 2 urban cities. He then developed separate targets that each of the Mississippi Together coalition partners already working in these areas could access to ensure there was no overlap in coordinating the coalitions work.
From there, Jamal developed two surveys one for Rural Transportation and another for Urban Childcare. These surveys would help determine what types of organizing interventions might be most impactful for these populations. He worked collaboratively with Mississippi Together’s staff and the coalition partners organizing in these areas to develop a survey that was culturally sensitive, translated in the appropriate languages, and asked the right questions to get the insights needed for future organizing. For the surveys to be sufficiently representative, Mississippi Together needed 1,000 completed Rural Transportation surveys and 1,800 completed Urban Childcare surveys.

Rooted Solutions recommended utilizing three methods for collecting the survey data: Text Banking, Phone Banking, and Door-to-Door canvassing.
For Text Banking, Jamal trained the Mississippi Together coalition partners’ organizers how to use Hustle to engage voters in the ascribed universe and, after agreeing, send a link to the survey for the voter to complete.
Jamal also worked with Mississippi Together’s staff to coordinate evening phone banking shifts four times a week for coalition volunteers to distribute the survey. He also trained Mississippi Together’s staff on how to run a successful phone bank.
Lastly, Jamal helped Mississippi Together staff coordinate door-to-door canvassing with coalition volunteers to distribute the survey. He led weekly canvassing trainings for volunteers to ensure they knew how to use miniVAN for data collection, and how to have a productive conversation at the doors. For Mississippi Together staff, he showed them how they can track the number of doors knocked and conversations held within VAN. He also showed them how to cut turf for those knocking on the doors and provided additional capacity support for turf cutting when needed.
Jamal then created a dashboard that showed the progress that each survey was making towards reaching its target completion goal. He sent organization leads weekly reports that identified the number of completed surveys they had received, a reminder of the total goal and an updated weekly goal of survey completions for the next week to keep them on track with their goals.

After cleaning and analyzing the data, Jamal produced a report articulating the survey findings.
Rural Transportation Survey:
42% of respondents either had personal experience or knew someone who experienced inability or increased difficulty in voting due to lack of transportation.
People most affected were those older than 65 years old.
Urban Childcare Survey:
27% of women with kids indicated that the lack of childcare has impacted their ability to vote on Election Day.
13% of men with kids indicated that the lack of childcare has impacted their ability to vote on Election Day.
Families with an annual household income below $28,000 were most likely to indicate that childcare was a hindrance to their ability to vote on Election Day.
Mississippi Together was already accustomed to organizing ride to the poll campaigns, but the insights from the survey helped them target a specific geographic location where this service is needed. The findings from the Urban Childcare Survey revealed an opportunity for a novel intervention. This was a real opportunity to make a meaningful intervention that could have an impact for organizations, not just in Mississippi, but across the country. Mississippi Together and Rooted Solutions decided to conduct an experiment to test the impact that offering childcare at polling locations could have. Jamal suggested that they conduct an A/B test with one control group and one test group. The hypothesis: Advertising and then offering childcare at polling locations will increase turnout among low-income women.

To determine whether childcare at polling locations could meaningfully increase voter participation, Jamal worked with Mississippi Together to design a randomized A/B test during the 2027 municipal elections. Using VAN, he created a carefully matched control group and treatment group, ensuring that both populations were statistically similar across key demographic and behavioral variables, including race, age, household income, vote propensity, and modeled partisan affiliation. To preserve the integrity of the experiment, Jamal configured VAN permissions so that coalition partners participating in the experiment could only access the treatment universe, preventing accidental outreach to members of the control group.
Next, Jamal developed separate voter universes and outreach targets for each participating coalition organization based on their geography and capacity. Working alongside Mississippi Together staff, he also developed two versions of the GOTV script. The treatment group received messaging informing voters that free childcare would be available at designated polling locations on Election Day, while the control group received the coalition’s standard Get Out the Vote messaging with no mention of childcare. Throughout the campaign, Rooted Solutions closely monitored outreach activity, ensuring that data collection remained accurate and that the experiment was administered consistently across every participating organization.

Following the municipal election, Jamal analyzed turnout data from both the treatment and control groups to evaluate the effectiveness of the childcare intervention. After controlling for the demographic characteristics used during the experimental design, the analysis demonstrated a statistically significant increase in turnout among women who were exposed to the childcare messaging. The increase was even more pronounced among women of color and among women from lower-income households, suggesting that access to childcare meaningfully reduced a barrier to electoral participation.
Rooted Solutions translated these findings into a comprehensive report that combined statistical analysis, visualizations, and practical recommendations for scaling the program. Rather than serving only as an internal evaluation, the report was intentionally designed to support fundraising efforts by demonstrating both measurable impact and a clear theory of change. Mississippi Together incorporated the report into several grant proposals and successfully secured additional funding to expand its Childcare at the Polls initiative during the 2028 Presidential Election.

Our Approach: Operationalizing Results

With the 2028 election cycle underway, Rooted Solutions returned to the statewide landscape analysis to incorporate the results of the 2027 elections. Jamal updated voter registration and turnout estimates for every county, legislative district, and congressional district, identifying the geographies where registration gaps and turnout deficits remained largest among Mississippi Together’s target constituencies. This updated analysis provided an evidence-based foundation for planning the coalition’s voter registration strategy.
At the same time, Jamal worked directly with each coalition partner to understand the resources they expected to dedicate to the upcoming campaign. Through interviews with lead organizers, Rooted Solutions collected information about staffing levels, volunteer recruitment goals, paid canvassing budgets, and anticipated organizing hours. Jamal combined this operational information with the updated voter registration gap analysis to estimate the coalition’s realistic capacity for registering new voters across the state.
Using these projections, Rooted Solutions facilitated a collaborative planning process with Mississippi Together staff and coalition leadership to establish voter registration goals for each participating organization. Goals were tailored to each organization’s capacity while collectively aligning with the coalition’s statewide objectives. Because Mississippi Together distributed organizing grants to partner organizations, these projections also informed funding allocations, ensuring that resources were distributed transparently and proportionally based on each organization’s expected contribution.

Before voter registration activities began, Rooted Solutions coordinated a comprehensive training program to ensure that every participating organization understood both the operational and legal requirements of conducting voter registration work. Mississippi Together convened all coalition partners for a required in-person training where Jamal led sessions covering voter registration laws, best practices for engaging prospective registrants, quality assurance procedures, and the coalition’s standardized data collection protocols. Throughout the campaign, Rooted Solutions supplemented this training with optional biweekly virtual refresher sessions to reinforce procedures and onboard new staff and volunteers.
In parallel, Jamal developed the data infrastructure necessary to support the voter registration campaign. Rooted Solutions established standardized processes for scanning registration forms, securely redacting sensitive information, entering relevant voter information into campaign systems, and matching completed registrations back to the official voter file. These processes ensured that coalition partners could verify whether newly registered voters successfully appeared on the voter rolls and quickly advocate on behalf of individuals whose registrations required correction.
Finally, Rooted Solutions translated the updated landscape analysis into an operational field plan. High-priority voter registration locations were identified based on registration gaps, population density, and accessibility. Jamal coordinated turf assignments so that every coalition partner received a fair distribution of high-opportunity locations while minimizing overlap between organizations. This approach maximized statewide coverage while giving each organization an equitable opportunity to achieve its voter registration goals.

As voter registration activities expanded across the state, Rooted Solutions managed the data infrastructure supporting the coalition’s operations. Jamal oversaw the quality control process for voter registration forms, supervised data entry workflows, and maintained automated ETL pipelines that integrated newly collected registration information into the coalition’s central organizing database. Routine quality assurance audits ensured that every participating organization consistently followed standardized procedures and maintained high-quality data.
To keep the coalition aligned throughout the campaign, Rooted Solutions developed interactive dashboards that tracked voter registration progress at both the organization and coalition levels. Weekly reports summarized registrations collected, progress toward organizational goals, geographic coverage, and overall campaign performance. These reporting tools allowed coalition leadership to quickly identify organizations that required additional support while providing partners with timely feedback on their own progress.

As voter registration efforts transitioned into Get Out the Vote planning, Rooted Solutions worked with coalition leadership to establish measurable turnout goals for each participating organization. Drawing on interviews with organizers and previous campaign performance, Jamal conducted organizer math (estimating the staffing and volunteer capacity required to achieve campaign goals) exercises to estimate the staffing, volunteer shifts, canvassing hours, phone banking capacity, and text banking capacity required to achieve each organization’s turnout objectives.
Building on the findings from earlier research, Rooted Solutions incorporated targeted interventions into the coalition’s statewide GOTV strategy. Rural precincts with demonstrated transportation barriers were selected for expanded Ride to the Polls programming, while urban precincts identified through the childcare experiment were prioritized for Childcare at the Polls services. Jamal then developed voter universes and outreach targets within VAN to ensure that every organization focused its outreach on the voters most likely to benefit from these interventions.

Throughout the Get Out the Vote campaign, Rooted Solutions served as the coalition’s central data and operations partner. Jamal provided ongoing training for organizers using VAN, phone banking platforms, peer-to-peer texting tools, and miniVAN while also supporting daily operations such as turf cutting, phone bank administration, and text banking management. Weekly office hours gave organizers a dedicated opportunity to troubleshoot data issues, request new targeting universes, and receive technical assistance as campaign priorities evolved.
Rooted Solutions also monitored campaign performance in real time through interactive dashboards and ongoing turnout analysis. As early voting data became available, Jamal analyzed turnout at the precinct and county levels to identify areas where participation lagged behind expectations. When underperforming precincts were identified, Rooted Solutions worked with Mississippi Together leadership to redirect resources by adding canvassing shifts, expanding phone banking efforts, or increasing volunteer deployment in those communities. This continuous feedback loop allowed the coalition to adapt its strategy throughout the campaign rather than waiting until Election Day to evaluate performance.

Following the Presidential Election, Rooted Solutions conducted a comprehensive evaluation of the coalition’s work. Jamal facilitated structured debrief interviews with Mississippi Together staff and coalition partners to identify operational successes, challenges, and lessons learned. These qualitative insights were combined with campaign data to produce an internal evaluation report that documented recommendations for strengthening future voter registration and Get Out the Vote programs.
Rooted Solutions also developed a public-facing impact report designed for funders, coalition members, and community stakeholders. The report highlighted key campaign metrics—including voter contacts, volunteer participation, outreach shifts, turnout trends, and demographic analyses—while also examining the effectiveness of the coalition’s targeted interventions. Particular attention was given to turnout among voters who benefited from Childcare at the Polls and Ride to the Polls programs, allowing Mississippi Together to demonstrate measurable outcomes from the innovations introduced during the campaign.
To complement the quantitative analysis, the report incorporated stories from organizers, coalition partners, and community members whose experiences illustrated the campaign’s broader impact. Together, these narratives and data visualizations provided Mississippi Together with a compelling record of its work while laying the analytical foundation for strategic planning, organizational learning, and future fundraising efforts.
